1. Examine the extent to which it can be argued that the private and social demand for
education in Kenya today has human capital concerns at its core. 25 marks

2. Provide justification for the contention of Economists of education in Kenya that major
education policy initiates should have their input. 25 marks

3. With reference to the currently debated proposed changes in Kenya’s education system
and also the 1999 TIQUET Koech Education commission Report, highlight
implementation on challenges that major education reforms can present to educational
planners. 25 marks

4. Reflect on the contemporary dilemma educational planners in Kenya face with the
increasingly apparent social demand on the one hand and rate of return considerations in
the provision of tertiary education on the other hand. 25 marks
