1. Answer a total of THREE questions.
2. QUESTION ONE (Section A) is compulsory.
3. Answer ONE question each from Sections B and C.
4. Answers to all questions should be written in the University answer booklets provided.
SECTION A – COMPULSORY – (30 MARKS)

1. a) What is your understanding of equity-efficiency trade-off in education? [1 mark]
b) Distinguish between equity and equality as used in education. [2 marks]
c) Distinguish between internal and external human capital flight. [2 marks]
d) State THREE implications of Structural Adjustment Programmer (SAP) on education in
Kenya. [3 marks]
e) State any FOUR functions of educational planning. [4 marks]
f) Identify THREE socioeconomic reasons that explain the rising demand for education in
Kenya. [3 marks]
g) In 2010/2011 academic year, Kenyatta University admitted 7,125 male students and 6162
female students. Calculate the Gender Parity Index (GPI). [1 mark]
h) In Kenya, there were 7,700,000 pupils participating in primary education in 2005. Of
these, 2,000,000 were in the 6 to 13 years age group. This can be compared with
5,700,000 children in the 6 to 13 years age group in the population. Assuming that the
legal age of admission to primary education in Kenya is 6 years, calculate:
a) Net enrollment rate. [1 mark]
b) Gross enrollment rate [1 mark]
i) Explain why there is a difference in the two answers you got in question 1 h(a) and 1 h(b) above. [1 mark]
j) a) Using the data provided in the table below, calculate the yearly rates of
promotion, repetition and dropout.

b) Using the promotion rate, repetition rate and drop out rate calculated in question
1 j (a) above, construct the cohort flow of 1,500 students who entered secondary school in 2002. [4 marks]
c) How many students graduated at the end of Form 4 in 2005? [1 mark]

SECTION B – ECONOMICS OF EDUCATION
2. Using your knowledge of economics of education, justify public financing of University education in Kenya. [20 marks]
3. Discuss FIVE possible externalizes of educational investment in Kenya. [20 marks]

SECTION C – EDUCATIONAL PLANNING
4. You have been appointed to be the County Educational Planner in one of the 47 Counties in Kenya. One of your mandates is to oversee the establishment of new secondary schools in the County. Discuss FIVE key factors that you will put into consideration while undertaking this exercise. [20 marks]

5. Deferred Cost Recovery is a key Ministry of Higher Education, Science and Technology (MOHEST) policy aimed at enhancing access to higher education in Kenya. Discuss FIVE merits and FIVE demerits of this policy. [20 marks]
