INSTRUCTIONS
Answer Question one and any other Three questions.

1.
a)
Available evidence reveals existence of inefficiency in public health sector in Kenya. This is manifested by the under- utilization or malfunctioning of facilities, inefficient utilization of staff and physical capacity, lack of expenditure containment measures (Akin et al., 1987;World Bank, 1991; Republic of Kenya, 1994, 1999). This notwithstanding, the actual level of efficiency in the public health sector in Kenya is not known ( Republic of Kenya, 1999). Furthermore, the extent to which the efficiency level has changed with the implementation of reforms is yet to be determined. This study, therefore, attempted to fill this gap by estimating the level and analyzing the trend of efficiency during the reform period , 1995 to 2000”.

a)
What is the meaning of measurement in research? [2 marks]
b)
What difference does it make whether we measure in terms of nominal, ordinal, interval or ratio scale? Explain giving examples. [4 marks]
c)
Critically assess the following statements:
i)
Interviews introduce more bias than use of a questionnaire. [3 marks]
ii)
Data collection through projective techniques is considered relatively more reliable. [3 marks]
d)
Distinguish among the following: type I error, type II error, and power of test. [3 marks]
3.
a)
Describe the layout of research report, covering all relevant aspects. [7 marks]
b)
A certain population is divided into 5 strata given as N1 = 2,000, N2, = 1.6, s 2= 2.0, s 3 =4.4, s 4 = 4.8, s 5 = 6.0. How would a sample size of n= 226 be allocated to the 5 strata if
i)
Proportionate sampling design is adopted; [4 marks]
ii)
Disproportionate sampling design is used. [4 marks]

The Health Policy Framework Paper (1994) and Kenya National Health Sector Strategic Plan II emphasize of blood for transfusion is therefore an importance activity in the prevention of infectious diseases. In the year 2003 Government ofKenya put a formal request to the Japanese Government for technical assistance in strengthening the blood transfusion service. The request by the Government of Kenya was concretized through signing of agreement between JICA and Ministry of Health in October 2006, which led to implementation of the NBTS/ JICA Blood Safety Project for 3 years. The purpose of the study is to determine type and magnitude of the financial costs associated with NBTS/ JICA Blood Safety Project. A sample of hospitals will be surveyed to collect the data.
5.
a)
Processing of data implies editing, coding, classification, and tabulation. Describe each of these aspects, pointing out the significance of each in the context of research study.
b)
With aid of an example, explain the procedure and steps undertaken in hypothesis testing. [7 marks]
