2. The county government is expected to raise their own funds. Different counties find the formula adopted in allocating the
funds unacceptable

3. Transfers of functions - some of the county government functions may overlap with those of the national government.

4. Need for capacity building-The new structures demanded that there be training of new labor force since the existing one
may not be familiar with the new system.

5. Cross county planning and- Some resources especially the natural ones may be serving more than one county and thus may
cause conflicts between counties

6. Structure overlaps- In some cases, certain services will cut across counties necessitating the putting in place inter
county service provision mechanism for effective service.

7. Policy and legal gaps- There is need for a clear policy guideline on various levels

8. Economies of scale- County governments face a challenge in developing a policy that will outline how services that cut
a cross counties will be provided.

9. Restructuring - The country structures presents a challenge of restructuring especially of certain institutions to be in line with the constitution.

-Different counties may find the formula adopted in allocating funds from the national government not acceptable.
The counties may fail to raise enough revenue internally in addition to this funds received from the national government.

-Overlapping of some functions eg)Pre- primary education is managed by the county whereas other levels of education are managed by the national government.This might result in conflicts between the national and county governments in transfer of functions.

-Structural overlaps-some sub units of counties like cities and urban areas ,there managed is different is different from that of rural areas thus transfer of resources has to consider this.

-Need for capacity building.There is need to train the required human resources which will be in line with the constitution.

-Cross county planning and development
Resources such as water and forest may serve more than one one country.This may cause conflict between counties with source counties opting to close off such resources eg Karura and Ngong forests.

-Economies of scale
Provision of services such as water,bridges,roads and power often cuts across counties and if counties co operate in such areas the cost the cost will come down .
