Kennedy
The process of law making has 6 major stages.
-- The bill is drafted in the attorney general's chambers or can originate from citizens through their members of parliament. The proposed bill is then presented in parliament and this therefore means every law begins as a bill. The following are the stages that the bill undergoes in parliament
1.First reading--at this stage the bill is read to the members and no discussion takes place.

2.Second reading--this is the most important stage.the bill is discussed in parliament. Amendments are
proposed or suggested. The bill can be rejected or its discussion postponed for six-
month to give room to re-think and re-draft it.When passed it is moved to the
committee stage.

3.Committee stage--This where every part of the bill is discussed in details, clause by clause either a
committee or the whole house turns itself into a committee.during these time the
speaker leaves the chair to give room for discussion. The bill then is returned to
the house for report stage.

4.Report stage--at this stage only minor amendment can be done and at this stage voting is done to be
taken to the other level that is the third reading

5.Third reading--at this stage the bill is read to the members

6.President assent-- the bill is taken to the president for him to sign and immediately it is signed by
the president it is no longer a bill it becomes law.

It is then published in the Kenya gazette as an act of parliament.
