It is just a wish list.

(ii) Ignored in practice.
It will not at any time be implemented that is, their official goals often do not correspond with the end they actually seem to pursue.

(iii)Public Relations
Mission statements sometimes are merely for public consumption not for internal decision making.

(iv) Post hoc: Missions are sometimes produced to rationalize its existence to particular audiences, that is, mission does not drive the organization but what the organization actually does is assumed to be a mission.
