1. The activities
-The activities that people engage in can affect their feelings of empowerment. When members of a community program routine, repetitive production activities or activities where they interact with only briefly with each other, there is little opportunity in empowerment.
-There is more potential for self- determination in an activity that provide longer interaction and continuing relationship

2. The community
-The community where there is high centralization of power in top leadership, the middle and lower levels of community find it hard to embrace empowerment because the leaders tend to impose projects on empowerment activities in the community.

3. Culture
-The community culture is the shared value and belief of members about the activities of the community and interpersonal relationship. A culture that accepts no mistake discourage members from taking initiative in solving problems.
-A culture with strong values for flexibility learning and participation will or initiate that are not contradictory with the community culture for them to get support from community members.

4. Trust
-Empowerment is more visible when there is a high level of mutual trust among the community members and their leaders. In community where suspicion exists between the leaders and the community members’ empowerment process is not easy.

5. Involvement of community members in program.
-A number of community programs are widely used to increase community involvement and influence of over what is done and how it is done. These programs increase empowerment if they are strongly supported by top leaders and implemented effectively.

6. The community members.
-People with high need for achievement like to use their skills to perform challenging duties. Self- determination is more important for people who are perceived that they can proactively influence them than rather than passively accepting them.
-People with high emotional stability and self -acceptance seems more capable of dealing with increased responsibility and empowerment. It’s important to remember that people have different personal traits and capability.
