i. Planning – materials are put in place and the teacher determines the purpose of the test and decides the nature of the items to be included.
ii. Preparation of the test items – Bloom's taxonomy is considered and a table of specifications is constructed to measure the scope and emphasis of a test.
Iii. Moderation of the paper – A group of teachers examine the items of the tests to identify ambiguous items.
iv. Administration of the test – learners are informed about the test and they sit for the test.
v. Marking and scoring of the scripts – the teacher marks the scripts and awards marks to the students
according to the performance characteristics of a good test.
