• Inadequate facilities and resources- Most institutions of higher education lack adequate facility that are relevant in transmission of the content to the learner e.g. ICT in most institutions is poorly developed, modules are poorly developed.

• It is expensive- learners are expected to download reading materials. They have to purchase modules, textbooks, have to make individual enquiries with lecturers through calls and use of internet also costs money.

• Political uncertainties – policies are always formulated and they tend to affect provision of education.

• Challenge of dropouts- majority of distant learners drop out along the way because of non-payment of fees, incomplete entries of exam results etc.
