This refers to the corporate entity that controls the evolution of a language and its associated development environment.
Example:
i) Microsoft is responsible for additions, deletions, or modifications in any of the languages supported by Net framework (i.e. Windows Operating System).
ii) Sun Systems is responsible for the ongoing evolution of the Java language.
iii) On the opposite end of the spectrum, PHP is an open source language and can be easily modified by any member of the open source community.
