Lead chloride is an insoluble salt so it is prepared by double decomposition. So basically we must come up with a soluble salt from the lead oxide, the mix it with another soluble chloride to form the lead chloride.

Dissolve lead oxide in dilute nitric acid to form lead nitrate. Then mix the resultant lead nitrate with sodium chloride to now form insoluble lead chloride and sodium nitrate. Filter the resultant solution and wash off the residue with distilled water. Dry the residue between filter papers, this is now lead chloride.
