P and Q are related by the following formula;
P = c + bQ2 …………………………………(i)

Since when Q=2, P=40, then;
40 = c + b(22)
Which gives,
40 = c + 4b ………………………………….(ii)

Also, when Q=3, P=65, then;
65= c + b(32)
Which gives;
65 = c + 9b ………………………………….(iii)
Solving equations (ii) and (iii) simultaneously as follows;
40 = c + 4b
65 = c + 9b
Using elimination,
-25 = -5b
Therefore,
b=5 and,
c = 40 – (4x5)
=40 – 20
=20

Substituting the solutions of c and b into equation (i), we get;

P = 20 + 5Q2

Such that, when Q=4, P is;
P = 20 + 5(42)
P = 20 + (5x16)
=20+80
=100
Hence, when Q=4, P=100
