Most scholars view that international laws cannot be enforced as their subjects are sovereign states.Force cannot be used,but the following are possible methods for ensuring the international laws are not toothless barking bulldogs:

Sanctions:This is where a country defying international laws faces restrictions from an international body.An example is in the trade sanctions issued against South Africa to bring an end to apartheid.

Collective action:This is when independent states come together in an action to condemn another's breaking of international laws.An example is when states came together to condemn Iraq's invasion of Kuwait in the 1990's.They came together under the United Nations and offered to counter attack Iran's forces in Kuwait.

Reciprocity:This is a strategy used that is very popular and very close to tit for tat concept.A country just has to follow international laws in order to expect a return of good service.For instance,a country has to reduce its trade tariffs on another countries goods to expect a similar treatment.

Ad hoc committees is when the international community comes together in a sitting to look into an issue.A good example is the committee ratified by the United Nations and the government of Cambodia to try suspects of the gross human rights violations done by the Khmer Rouge regime.

Shaming:Most states love to be seen in a positive light for the purpose of business relations with other countries.They therefore evade any bad publicity and as a result resolve to obey international laws.
