(a) The unplanned irrigation developments have overstretched the water supply.
(b) Shortage of labour especially during the planting and harvesting seasons forces farmers to hire labour which is expensive.
(c) Delayed payments kill the morale of the farmers. This has made the farmers to pull out of the government run NIB and market their products individually.
(d) Shortage of extension officers makes it difficult for the farmers to get technical advice.
(e) The scheme has become overpopulated. This has created pressure on the existing facilities, including water for irrigation.
