INTRODUCTION
Teachers Performance Appraisal Development (TPAD) is a tool used to monitor teachers' attendance, syllabus coverage, classroom performance, professional knowledge, innovation and creativity. It determines wether a teacher should be promoted or demoted in the professional field.
It was implemented in Kenya at the beginning of January 2017, after the training of over 30,000 teachers by the ministry of education between 19th - 23rd 2016, concerning the TPAD tool.
TPAD was funded by Global Partnership for Education (GPE) through Primary Education Development Project (PRIEDE). It came about as a result of the rampant teacher absenteeism in schools due to various reasons such as sickness, family emergencies, professional works or outings, etc. This absenteeism had a negative impact on the learners that led to poor performance in most schools.
