Many evils in our country can be blamed on the sitting president. Kafira is not an exception.Boss in Betrayal in the city is a perfect example of such as illustrated below.
When the students protest against the problems in Kafira like the influx of expatriates,leading to death of Adika,Boss orders Mulili and Jere to go and stop the shaving Ceremony to be performed by his parents Nina and Doga.

Boss's regime is behind Mosese being put behind bars just because he addressed mourners during the funeral of Adika. He finds himself in jail after Nicodemo plants drugs in his vehicle.

Boss's cruelty is again seen when he orders Kabito to be eliminated.He does this following false accusations from Mulili. Boss even describes Kabito as one who played with fire, and one who should get burned to serve as an example to the rest. Kabito is silenced because of being critical of Mulili's conduct at the entertainment committee.He seems to believe in everything that Mulili tells him

Boss attempts to rape Regina only for Regina to escape through the ten feet high window.Later after his wife Mercedes questions him,he locks her up.

To conclude we can say that Boss has brought many ills in Kafira like corruption,death and even betrayal.
