These objectives are determined according to the psychology of the pupils and needs of the school and society in the form of entering behaviors of the pupils and the form of terminal behaviors of the students.

The teacher selects the content that will help him realize the objectives he/she has set. The following points are considered when selecting content.
- Level need and importance of the curriculum proposed by the teacher for the students.
- The expected terminal behavior of the students
- Level and mode of motivation to be used on students
- Selection of appropriate instrument and methods the teacher should use to evaluate the
knowledge related to the content.

III. Sequencing the elements of content for presentation.
The teacher arranges the elements of the content to be presented in a logical and psychological manner.
IV. Selecting the instructional methodology.
The teacher makes decisions, regarding the proper methods and strategies by keeping in view the
contents, entering behavior and levels of the students.
V. How and when of teaching strategies
The teacher makes decision on how and when he will make use of the previously selected method and strategy during the classroom teaching.
