The economic ties between Kenya, Uganda and Tanzania started way before the countries got their independence. The Ormsby-Gore (formed in 1924) was mandated to assess the benefits that would be borne by forming and East African federation. Although, Gore report stated that forming a federation at that moment was immature, the efforts to confederate East Africa continued. The report proposed formation of a Governor’s Conference, composed of the governors of Tanganyika, Kenya and Uganda as an informal body to oversee East African co-operation. In 1917 a Customs Union between Kenya, Uganda and Tanzania was formed. Next was the East African Currency Board that was established in 1919. In 1948 the East African High Commission was formed. After the three countries had attained independence the East African Treaty, 1967 was signed.

In a nut shell the history of the East African Community can be divided three main reigns. These are the initial phase in the 1920s (this include contribution by the Gore report). This included the era of the formation of the common Customs Union in 1917. The development continued with the formation of other joint institutions. The second phase is the post independence period. After independence the heads of States for Kenya, Tanzania and Uganda decided to have a treaty that would stipulate the clear guidelines on smooth operation of the Community. There came the birth. The community lasted for ten years then collapsed. This paper seeks to critically analyse the reason for the collapse. However, mediation talks took place in 1984 and following that a new treaty was signed in the year 1999. This marked a new resurfacing of the East African Community. The membership has increased to include Rwanda and Burundi.

The question has specific emphasis on the East Africa Community Treaty, 1967. The focal

point shall be on the same (EAC Treaty, 1967).
