Chelule Project M & E consultancy firm has been awarded a tender by the Government of Kenya to conduct an impact assessment on the youth development fund and compile a detailed report. After several weeks of rigorous work, the firm has finally produced the report. However, after presenting the report to the management, it was rejected. Required to explain why the report might have been rejected (20 marks)

If you were the one in charge of Chelule firm, explain how you would have planned for the evaluation such that the output (Report) is as good as the process (10 marks)
