Critically discuss policies that need to be adopted in order to effectively reduce human vulnerability and increase security to environmental change at national, sub-regional, regional and global levels. (20 marks)

Discuss the most likely impacts of increasing human vulnerability to environment change in the African region over the coming decades? (20 marks)
