Question 1
Study the following case and answer the questions that follow.

A new member of the board of directors for a local Bank James was being introduced to all the employees in the home office. When he was introduced to Ruth he was curious about her work and asked her what the machine she was using. Ruth replied that she really did not know the name of the machine. She went on to say that she had only worked there for two months. She did not however know precisely how to operate the machine. According to her supervisor, she was an excellent employee.

At one of the branch offices, the supervisor in-charge spoke about James confidentially telling him that “something was wrong” but she did not know what. For one thing, she explained that employee’s turnover was too high, and no sooner had one employee been put on the job than another one resigned. With customers to see and too much work she had little time to work with the new employees as they came and went. All branch supervisors supervised their own employees without communication with home office or other branches. When an opening developed, the supervisor tried to find a suitable employee to replace the worker who left the job without following the proper recruitment procedures.

After visiting the 22 branches, and finding similar problems in many of them, James wondered what the home offices should do or what action he should take. The banking firm was generally regarded as a well-run institution that had grown from 27 to 191 employees during the past eight years. The more he thought about the matter, the more puzzled James became. He could not quite put his fingers on the problem, and he did not know whether to report his findings to the Director.
a) Are there problems facing the main bank and its branches? Support your answer.(5 marks)
b) Do you think setting up manpower resourcing and planning department would help solve some of the problems that exist. Give reasons for your answers. (5 marks)
c) What do you foresee as the cause of labor turnover affecting Human Resource planning and resourcing in this case?

ii) In your own opinion do you think this organization has the performance appraisal programme? Give reasons why you think performance appraisal in this case is important. (10 marks)
