2. Question ONE (Section A) is compulsory

SECTION A: COMPULSORY (30 MARKS)
1. Explain the following terms as used in education.
a) Economics of Education. (1 mark)
b) Educational planning (1 mark)
c) School mapping (1 mark)
d) Internal efficiency of Kenyatta University. (1 mark)
e) External efficiency of Kenyatta University (1 mark)
f) State and briefly explain one dichotomization of education as a good. (1 mark)
g) State FOUR possible externalities of educational investment. (4 marks)
h) State FOUR factors that influence educational planning. (4 marks)

i) In Nairobi County, there were 1,100,000 pupils participating in primary
education in 2010. Of these, 400,000 were in the 6 to 13 years age group. This can be compared with 900,000 children in the 6 to 13 years age group in the Nairobi population. Assuming that the legal age of admission to primary education in Nairobi county is 6 years calculate:
i) Net enrollment rate (1 mark)
ii) Gross enrollment rate (1 mark)
j) Explain why there is a difference in the two answers you got in section (i), parts (i) and (ii) above. (1 mark)
k) a) Using the data provide in the table below, calculate yearly rates of
promotion, repetition and dropout.

2. Kenyatta University is undertaking a tracer study for its alumnus. Based on your knowledge of educational planning:
a) Briefly explain what this exercise entails. (4 marks)
b) Discuss FOUR possible advantages of this exercise over labour market analysis to Kenyatta University. (16 marks)
3. You have been appointed to be the County Educational Planner in one of the 47 counties in Kenya. Discuss FIVE challenges you are likely to encounter as you plan for secondary education in the county. (20 marks)
SECTION C: ECONOMICS OF EDUCATION
4. Discuss FOUR strategies that the Kenyan government has employed in recent years to increase access and retention in secondary education. (20 marks)
5. Demonstrate how cost function analysis can be applied in a school environment. (20 marks)
