The success of Human Resource functions in an organisation is usually guided by the existence of
personnel policies. Organisations however operate in dynamic environments and this inevitably
influences the personnel policies.
a) Discuss the factors which may influence changes in personnel policies. [10 Marks]
b) Explain briefly the items that are exempt when computing PAYE and indicate their numerical
value as well as applicable limits. [10 Marks]
c) Explain the various ways that the formulated Human Resource policies can be communicated to
employees in an organisation. [10 Marks]
QUESTION TWO
Mwangaza Limited has increased the number of employees from 150 to 289 due to expansion in its
operations. The intricacy of the large number of employees has made it difficult to deal with matters
such as distribution of work and other administrative issues. The Human Resource manager intends to
formulate appropriate employment policies to address the problems facing the company and has
sought your advice in this regard.
